that they tell you about now. it involves you of victims of super storm, sandy who cannot return home or have no home anymore. our joe johns is following us in washington on this story. but what he is following is that new jersey governor chris christy is now saying that people in the affected areas of new jersey, people affected by hurricane sandy can now vote electronically. they can vote by e-mail and they can vote by fax. it is an interesting turn. joe, what are you finding out about this? >> well, it's a very interesting turn, don. as you said, in response to the super storm, the governor has issued a directive. this is for misplaced voters that can submit ballot applications by e-mail or by fax to the county clerk. the clerk sends them a ballot and then they have to return that ballot by about 8:00 p.m. on tuesday. it sounds highly unusual. to some, it may sound off the wall. but the fact of the matter is, in an emergency situation, there is some precedent for it. the united states actually has a program for military and overseas voters to basically do very similar things. so chris chri

'm, like, this is really, really is this going to happen here? more bad weather? >> you know, without sandy, this storm that we're going to talk about is not a storm. it's not a big deal. but you have millions of people without power, you have millions of people with half of a roof off, the windows shattered, trying to survive, live in their let's head outside, and all of a sudden you get wind and rain -- not a hurricane, but 30 miles per hour. you get wind and rain and maybe even into upstate and snow. here's what's set up. still very cold in the northeast right now. the jet stream goes up and then down. when the jet stream goes down, that allows all the cold air to spill in from the north. when the jet stream goes up like that, that allows sometimes a low pressure system to come over and then back down and go up as a coastal low. it's up there long enough. i know they have natural gas there, but you can't turn on your furnace if you don't have feign to blow that around. the furnace simply will not turn on. this is a european model. we use this model really extentively especially with sand

superstorm sandy. to alison kosik live for us in new york at the stock exchange. what are you learning? >> what are we learning? gosh, what we learned that sandy did quite a number on new york city, and now the damage estimates are tallied up and new york city's mayor michael bloomberg is asking the federal government for $9.8 billion, with a b, $9.8 billion to help in the recovery. follow me here. that's after starting with the city's total public and private losses which were estimated at $19 billion, and then you break that out, so about $4 billion was covered by private insurers, about $5 billion expected to come from fema and then come up with the $9.8 billion figure which is just part of the $30 billion aid package that new york governor andrew cuomo has requested. what mayor bloomberg has done, brooke, he sent a letter to the members of the new york state congressional delegation asking for this money, saying, new york city will struggle to recover in the long-term unless this money -- this federal funding is given. >> was he being specific as far as where in the city the money
